Буквальный перевод «0,4% или менее» здесь не годится, потому что в приведенном контексте в русскоязычной технической литературе так не говорят, а говорят не более. Если спокойно разобрать данный пример, то становится очевидным, что содержательно - это буквально одно и то же. Ведь что означает 0.4% or less? Это 0,4% и все, что меньше. А что означает не более 0,4%? Это все, что меньше 0,4%, и 0,4%. В буквальном смысле - что в лоб, что по лбу. А звучит уже по-русски.
